Rainer Christian Beutel (DE), Chairman, Municipal Community Office for Public Management (KGSt)


Since 2007 Rainer Christian Beutel has been managing the KGSt in Cologne. From 2002 to 2007 he was the founding president of the municipal assessment agency in Nord Rhine-Westphalia. From 1983 to 2002 he worked as town treasurer, first deputy mayor, city manager and full-time mayor for the district towns of Borken and Coesfeld. From 1979 to 1983 he was director of the department of justice and personal advisor to the chief executive of the district of Borken.

Hubert Izdebski (PL) LL.D. Doctor habilitus (Warsaw) is a Professor at the University of Warsaw, Faculty of Law and Administration (since 1996, at the Faculty since 1969), and the Director of the Institute of Sciences on State and Law (since 1993). Simultaneously, he is an advocate and legal counsel within the law firm, I&Z Attorneys-at-Law, Warsaw, established in 1989. He has lectured at numerous universities in France, Switzerland, and the UK, as well as lecturing at the National School of Public Administration, Warsaw (1991-1997, and since 2008) and at the Collegium Civitas, Warsaw (since 2003). Since 2011 he has also been the Secretary of the Central Commission for Academic Titles and Degrees.


His main objects of interest, in academic as well as in professional life, are questions of: public governance, public management, and public administration; common aspects of private and administrative law, in particular relating to business activities, and comparative law.

Since 1989 Professor Izdebski has been author or co-author of numerous legislative drafts, as well as being an expert in the Government and on numerous Parliamentary committees. He has also acted as an expert on Public Governance of OECD.

His publications include 20 books, including Introduction to Public Administration and Administrative Law (in English, 2006, and in Russian, 2008), Foundations of Contemporary States (2008), Public Administration - General Questions (with Professor Michał Kulesza, the 3rd ed. 2004), Territorial Self-Government. Bases of Organisation and Functioning (the 7th ed., 2011), Legal and Political Doctrines (2010), and History of Public Administration (the 5th ed., 2001).







TiinaRandma-Liiv (EE) is Professor and Chair of Public Management and Policy at Tallinn University of Technology, Estonia, where she currently also serves as Vice Dean of the Faculty of Social Sciences and Member of the University Council. She holds a BA in Economics from the University of Tartu, Estonia, an MPA from New York University, USA) and a PhD in Public Administration from Loughborough University, Great Britain. Randma-Liiv previously served as Professor and Chair of Public Management at Tartu and as Visiting Professor at the Catholic University of Leuven, Belgium,the University of Gdansk, Poland, and Vienna University of Economics and Business Administration, Austria. She has been a member of the Academic Council of the President of Estonia (Committee of the Development of Local Governments) and of the Prime Minister’s Advisory Board on Administrative Reform. Randma-Liiv has also worked for the World Bank, and she was a co-founder and long-term board member of PRAXIS, the largest and most influential policy think-tank in Estonia. She currently serves on the Steering Committee of the European Group of Public Administration (EGPA); previously, she was a member of the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee). She is a member of the Advisory Board of the UNDP Regional Centre for Public Administration Reform and of the OECD Expert Group of the Partnership for Democratic Governance. Her main research interests include civil service reform, performance management, policy transfer, NGOs and small state administration. Randma-Liiv is a member of editorial board of the Journal of Comparative Policy Analysis; of Halduskultuur ─ Administrative Culture (Estonia); and of Public Administration. National and International Studies (Poland). She received the 2006 AlenaBrunovska Award for Teaching Excellence in Central and Eastern Europe.

Christos C. Taliadoros (CY) Served in the Cyprus Civil Service from 1972 to 2000. Initially posted to the Department of Industrial Relations and later promoted to a higher position in the Department of Labour of the Ministry of Labour and Social Insurance. In 1982 promoted to a senior position at the Ministry of Finance and subsequently, appointed Director of the Cyprus Academy of Public Administration. Finally, he was promoted to Director of the Department of Public Administration and Personnel.


In the year 2000, took early retirement from the Civil Service and was appointed Director of the Cyprus Bankers Employers Association.


In May 2004, was appointed Minister of Labour and Social Insurance of the Republic of Cyprus a portfolio held until June 2006.


Since then has been a self employed human resources consultant.


He was Chairman of the Cyprus Human Resource Management Association and a member of the Board of Directors of Cyprus Airways, the State Scholarship Board and the Scientific Council of the European Institute of Public Administration. Served as Chairman and member of the Boards of various Sports Tribunals. Represented the banks of Cyprus in the Social Committee of the European Banking Federation and the Liaison Committee for Social Affairs of the European Banks.


Presently,  he is a member of the Board of Apollonion Private Hospital, Nicosia.


Wrote or contributed in many articles and participated in or carried out studies on industrial relations, human resource management and training and development issues.


Studied law at the University of Athens and was registered and practised for a short period as an advocate in Cyprus. Received a MSc in Industrial Relations from the London School of Economics and Political Science and attended specialized programmes at the Victoria University of Manchester and the Centre of Studies of the International Labour Organisation in Turin
